DOT HAZMAT TRAINING RULES EMPHASIZE EMPLOYEE SAFETY
The U.S. Department of Transportation has issued regulations requiring both carriers and shippers of hazardous materials to provide training to their employees. The rules became effective July 1, 1992, and the training must be completed for all employees by Oct. 1, 1993. The Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTUSA) required DOT to adopt rules requiring such training, and these rules satisfy that requirement. The Research and Special Programs Administration (RSPA) rule requires every hazmat employee to receive three types of training: (1) General awareness/familiarization training; (2) Function-specific training; and (3) Safety training.
