LANDFILLS: BY DESIGN OR DECREE?
The article notes that all too often, landiflls are desinged according to regulations that govern the type and configurations for solid waste management facilities. There are no provisions in the regulations to accept changes and accommodate modifications or innovative configurations. A plea is made for guidance regulations that are based on performance, and proof of this performance based on sound engineering principles. Engineers are urged to prepare designs based on engineering proof and not regulatory compliance by decree. This will mean higher fees, but the result will be a better landfill with fewer construction and long-term maintenance problems.
