URBAN SNOW HAZARD IN THE UNITED STATES: A RESEARCH ASSESSMENT

This assessment addresses some of the problems involved in analyzing the snow hazard: to account for the natural event in such a way as to capture some of its complexity; to outline the factors contributing to social disruption; to enumerate the commonly practiced adjustments; and to combine these in a cost-effectiveness framework to aid the measurement of payoff from research. Research should follow several lines: analysis of local government finances and management related to snow removal; study of society's willingness to forego mobility and tolerate disruption, and of the performance of various mixes of snow-fighting equipment; research on the dissemination and content of warning messages; study of the feasibility of "snowfests;" and studies to improve the range of insurance available for catastrophic urban snow events.
