THE SEALIFT READINESS PROGRAM - THE COMMERCIAL IMPLICATIONS OF A MILITARY CONTINGENCY CALL-UP
This report examines the Military Sealift Command's Sealift Readiness Program and the effect of a less-than-full- mobilization (contingency) call-up of privately owned merchant vessels on the competitive position of the U.S. merchant marine. The study is organized into five major parts including an analysis of the past experience of the U.S. merchant fleet in military call-ups and changes in the U.S. liner fleet from 1964-74. In its appendixes the report contains annual ton-mile capacity calculations for all U.S. flag liner vessels operated by companies participating in the Sealift Readiness Program as well as trade route analyses. The conclusions of the study treat financial impact, commercial market role, trade route impact, equipment impact, and liner operator roles and attitudes.
