MOTOR VEHICLE EMISSION REGULATIONS AND FUEL SPECIFICATIONS-1992 UPDATE. PREPARED FOR THE CONCAWE AUTOMOTIVE EMISSIONS MANAGEMENT GROUP BY THE SPECIAL TASK FORCE, AE/STF-3

The objective of this report is to summarize and record changes in national and international laws and regulations relating to motor vehicle emissions, fuel consumption (or CO2 production) and automotive fuel specifications. The title was changed in 1990 to reflect the increasing emphasis on fuel quality regulations. In 1991, the report was further expanded to include a section on current and proposed vehicle inspection and maintenance programmes, aimed at controlling in- service emissions performance. This year, it was decided to revise the layout with a view to making the publication easier to use as a work of reference. Topics have therefore been clearly separated in terms of both subject matter and geographical location. For convenience, the report is divided into sections as follows: Section 2: is a management summary and is printed on green paper to readily identify it. It highlights the most important legislation currently in place and also describes significant recent developments which have been proposed for implementation in the near future. Section 3: provides a description and tabulation of current emissions legislation throughout the world. Section 4: describes emissions and fuel consumption test procedures. Section 5: provides details of in- service emissions testing. Section 6: details fuel consumption and/or CO2 regulations and Section 7: provides a description of legislated fuel characteristics, plus national and regional automotive fuel specifications. Information on relevant superseded legislation is included in each section for reference. (A)
