SIXTH SYMPOSIUM ON THE FUTURE OF CONURBATION TRANSPORT IVA. CITY CENTRES AND PARKING POLICIES

The first section of the paper describes the importance of the city centre as a traffic generator. Details are given for the three largest English conurbations of the number of trips associated with the city centre as compared with the rest of the conurbation. The second section highlights the future potential demand for private transport trips and discusses the need for city centre parking policy to be considered within the framework of an overall conurbation transportation policy, which must itself be considered within the context of the development policy for the conurbation as a whole. The implications of possible transportation policies are briefly discussed, and the conclusion reached that whatever transportation policy is adopted, in the short term at least, a policy of traffic restraint by parking control will be necessary. The third section outlines the development of city centre parking policies and describes the policy at present being adopted in central London. It has taken a considerable period for parking policies to have any effect as a restraint mechanism for as on-street control has been imposed there has been greater use of off-street space, which it has taken time and legislation to bring under control.
