STREET MANAGEMENT
The doe is the integrated body at the centre of environmental policy making. It is suggested that there should be a local official - the environmental policeman - in whom the operational aspects of doe's powers are again brought together. It is envisaged that he would be a general manager, calling on existing organizations as agencies for specialist advice and action.
