HOW TRAFFIC FILLS ROADS
This chapter is concerned with relationships between traffic speed, traffic flow and congestion. It is argued that there is no satisfactory theory of traffic flow which begins from atomic data and that the speed/flow relationship depends on traffic composition, such factors as gradients and junctions and on parking. The capacity of road networks is also briefly discussed. It is concluded that in present conditions traffic congestion is self regulating, but that this does not apply in some developing countries, which points to a high long term elasticity of demand for car travel against congestion. This implies that traffic plan should be evaluated not in terms of benefits to travellers but in terms of long-term land use implications.
