ROAD PRICING
The best system of road pricing appears to be one in which each car would carry electronic registration plates. The passage of the car past toll points would be recorded and billed. The device could be attached to all vehicles and the rate of charge varied by type of vehicle, time of day or area. Estimates of revenue and cost of operation are presented. The system would be more effective than parking charge systems, although the costs cannot be compared since the real cost of the latter is not known. The object of road pricing would be to maximise the efficiency of the road system. It would produce benefits for bus passengers, time savings for all road users (greatest benefits to the richer car travellers) and the profit could be transfered into whatever was thought desirable. It is concluded that the alternative policies are less flexible and that it may be unwise to invest too heavily now if road pricing is to be ultimately adopted.
