ASPECTS OF URBAN MANAGEMENT

This paper deals with three topics in urban management: the organisational framework; the use of information; training. In the first section dealing with the organisational framework, its essential characteristics are discussed. These are primarily concerned with the relationship between metropolitan and central government, its financing, and the relationships between departments within the authority. Three models for metropolitan government are postulated and discussed. The second section examines the use of information. The structure, design and instigation of an information system is outlined as are some moral and ethical problems associated with its use. It is concluded that a nationally co-ordinated and standardized information system should be developed by central government which could be used by metropilitan government. The final section examines training for urban management and attempts to pin-point the objectives and the constraints of a programme. /TRRL/
