THE 20TH CENTURY ARCHITECT AND HIS CLIENT

The changing relationship between client and architect, particularly for large public works such as airport terminal buildings, is discussed. Suggestions are given for the composition of building committees and user committee. An example of an ideal administrative structure is shown in a discussion of the New Montreal International Airport Project Office, headed by a general manager solely responsible for all decisions, and arbitrator in case of conflict between associated professional organizations. The concern for the users' interests, represented by the Ministry of Transport, resulted in the design of an airport which gives precedence to the needs of passengers. /HRIS/
