ENVIRONMENTAL MANAGEMENT: A REPORT ON A MAJOR EUROPEAN AIR POLLUTION MONITORING NETWORK

Environmental pollution monitoring systems which support pollution management in areas having a complicated pattern of pollution sources and intricate aerodynamics are described, and a Dutch national pollution-monitoring master network which consists of 9 regional nets, each with its own computerized control center is outlined. The program utilizes coulometric methods and selective filtering for monitoring SO2, CO, NO, NO2, NOx, and H2S. Ozone, fluroide, and dust levels may also be measured. In the industrialized Rijnmond area at the mouth of the Rhine, the automated monitoring network includes a mathematical model which measures the nuisance caused to the environment by the stench from local petrochemical industries, refineries, desulfurization and burning of waste gases, leakage, spills and auto traffic. Data obtained from the network determine whether alarm codes shall be issued to industry, and provides support to the air-pollution management program for the area.
