A METHODOLOGY FOR MEASURING SCREEN-LINE TRAFFIC VOLUMES
The approach taken in estimating traffic volumes across screen-lines or cordon-lines must be directed towards achieving overall accuracy and reliability objectives at the minimum costs. The plans must specify which locations are to be counted and the number of days these measurements are to be made at each of these locations. This paper deals with one approach to the design of this traffic counting programme. Accuracy and reliability objectives are established. Based on the conclusion that each crossing location must be counted at least one day each year, an approach is developed to the determination of additional days required which will minimise cost while still achieving these accuracy objectives. An example is given which illustrates the application of an operational procedure based on these theoretical considerations. (A) /TRRL/
