TRAFFIC NOISE MODELS: HOW THEY ARE USED, HOW WELL THEY WORK, AND WHY

The expertise of the personnel using noise models are described, and the kind of studies in which the models are used are briefly reviewed. Correlation of the models with field measurements is discussed, and comments are made as to the sources of error. It is noted that modeling should be done in terms of L sub eq and peaks. Studies of the propagations of peaks may give valuable insight as to weaknesses in the L sub eq method. Emission models should be considered separately from propagations in any design methodology. Emissions should have a rigorous field validation procedure. It is also emphasized that design methodology should be simple. In California, the models have been used in project noise reports, school noise studies, noise problem inventory, and noise element studies for local agencies. Problems associated with usage are noted, and comments are made on the cause of the problems.
