PROGRESS REPORT ON MAINTENANCE AND OPERATIONS PERSONNEL

This report covers salaries, personnel policies, definition of maintenance and operation personnel titles, and presents a list of personnel titles used by state highway departments. It is observed that the average maximum salaries of maintenance engineers have increased 438 percent, laborers 460 percent and mechanics 444 percent. For comparative purposes, salary data is tabulated under 4 regions: the North Atlantic States, the Southeastern States, the Mississippi States, and the Western States. Only 6 states do not have a civil service, a merit system or other comparable plan, the employees in all states responding to the questionnaire survey are protected by a retirement plan. All permanent employees are granted vacation and sick leave, and 48 states have a partially or wholly state-financed hospitalization plan for permanent employees. Voluntary or mandatory union or employee association membership is reported in 28 states. Thirty nine states have some type of award for years of service. Working hours and conditions, maintenance responsibilities, the average lane miles per man, maintenance management system and the basis of crew operations are outlined.
