ALTERNATIVES TO FREEWAY EXPANSION, "OLD" STRATEGIES GET NEW BOOSTS
Someday innovative transportation strategies may completely change the way we move people and goods. In the meantime, transportation professionals must find ways to reduce the burden on both government spending and the environment caused by existing travel patterns. An increase in the average auto occupancy rate to 1.5 or 2.0 would probably eliminate existing congestion and slow environmental damage caused by highway construction and the use of fossil fuels. To achieve such changes in lifestyle, a "3E" process must be created to cause greater utilization of transportation alternatives.
