INTERIM GUIDANCE MANUAL: SALT MARSH RESTORATION, REHABILITATION, AND CREATION TECHNIQUES FOR CALTRANS CONSTRUCTION PROJECTS. VOLUME II, CENTRAL CALIFORNIA
Highway construction projects along the California coast can potentially damage adjacent saltwater marshes causing a loss of saltmarsh values. Normally, the California Department of Transportation (Caltrans) tries to avoid these losses by moving highway alignments or other techniques. Occasionally, saltmarsh losses are unavoidable necessitating marsh restoration projects to replace lost saltmarsh values. Successful saltmarsh mitigation projects require site specific project planning, objectives, design, monitoring and construction techniques. California is unique because of its long coast. The ecological regions of the State have separate flora and fauna which must be considered by planners during mitigation projects. There are also unifying principles which apply to all saltmarsh mitigation projects. This guidance manual contains information on site assessment, monitoring, planning, design, construction, operations and maintenance activities associated with saltmarsh restoration projects along the coast of Central California. It is part of a four manual set covering the four ecological regions of the California coast: Northern California, Central California, Southern California and San Francisco Bay. The manual provides a checklist for each major mitigation activity and background information. The manual will serve as a set of instructions for Caltrans personnel to carry out planning, construction and monitoring of saltmarsh mitigation projects.
