THE DESIGN OF URBAN GROWTH MODELS FOR STRATEGIC LAND-USE TRANSPORTATION STUDIES
The proposition is explored that the changing nature and requirements of land-use transportation planning, as evidenced by recent legislation and study approaches, has made conventional modelling procedures redundant to the evaluation of policy alternatives. The many applications of the Urban Systems Model (USM) are studied, and it is shown that once the most suitable measures of the direct cost and benefits of strategic land use transportation alternatives have been established, modified Lowry models such as the USM could provide certain of this information more cheaply than conventional procedures. It was also found that modified Lowry models can provide a substantial amount of secondary information on the indirect costs and benefits of strategic policy alternatives that can be of use in their evaluation.
