MISSISSIPPI VALLEY CONFERENCE OF STATE HIGHWAY DEPARTMENTS: HISTORICAL HIGHLIGHTS 1909-1974

The fourteen states comprising the Mississippi Valley Conference collectively form the highway transportation capital of the world. State highway officials in Mississippi Valley Conference states were instrumental in founding the American Road Builders Association, the American Association of State Highway Officials, and the Highway Research Board. As the oldest association of highway officials in the United States, the Mississippi Valley Conference also has served as a model for creation of the other regional conferences of state highway officials. Mississippi Valley Conference states played a highly significant part in founding the first Federal-Aid Act which, together with succeeding major amendments, is largely responsible for America's integrated system of arterial and secondary highways and its worldwide preeminence in the highway field. This history attempts to review the main steps which have made this organization outstanding. The Conference, however, owes its success not chiefly to its enterprises as an organized interest group, but rather to the progressive accomplishments of the individual member states and their willingness to share their problems, ideas and triumphs with their neighbors. This document then, is dedicated to the individuals within the highway units of the member states who, by their innovative genius and their limitless devotion to the cause of better highways, have engendered a commanding respect for the Mississippi Valley Conference.
