PROPENSITY OF STATEWIDE MULTIMODAL TRANSPORTATION

This paper presents the model areas of concern to statewide transportation planning, and the state's function in relation to each mode of transportation. The transition from highway departments and departments of transportation is examined on a state level. Rather than keying on one of several state or highway departments fundamental issues facing most states are analyzed. Furthermore, an attempt is made to detail the problems encountered in defining the role of such a department in the overall statewide planning process and concurrent difficulties in formulating alternatives that adequately reflect nontransportation effects of statewide transportation planning. The necessity of vertical feedback and input from local to regional to statewide planning is examined. Finally, the paper notes the basic differences between traditional highway planning and multimodal state transportation planning and problems encountered in the development of a statewide multimodal methodology.
