PRESSURE TREATED WOOD IN CANADA: TASK FORCE REPORT

At a Ministry of Transportation, Ontario (MTO) forum on wood and preservatives, held in 1990, it became apparent that environmental issues, including worker safety, surrounding the use of wood preservatives were becoming very prominent. Increased public awareness, coupled with moves by most regulatory bodies to tighten restrictions on the use of toxic substances, such as preservatives, emphasized the need to evaluate preservative treated wood as it might affect people and the environment. MTO formed a larger task force which included several federal regulatory agencies, and held an inaugural meeting, in Toronto, on February 19 and 20, 1991. At this meeting a two stage objective was established. The overall objective of the group was "to assist in the evaluation of the use of heavy duty wood preservatives and their effects on health, safety and the environment"; the interim, or short term objective, was "to collect and summarize the available literature and identify current activities relating to health, safety and the environment with respect to the use of heavy duty wood preservatives". This report presents the results of four working groups which were formed from the task force, each dealing with a specific area: 1) Health and Safety; 2) Insitu Effects of Treated Wood; 3) Disposal of Treated Wood; and 4) Value Assessment of Treated Wood. This information will represent a strong base for use by Agriculture Canada and Environment Canada when they begin to review heavy duty wood preservatives.
