UNDERGROUND LOCATION OF UTILITIES AS PART OF UNDERGROUND DEVELOPMENT
Environmental considerations are discussed, the multiple use of underground space is classified by their basic requirements, and legal and policy requirmeents with regard to construction are reviewed. The need is indicated for the adoption of a comprehensive policy on a national level for the use of underground space. The land use requirements of multiple utilization are considered under 4 headings: metropolitan areas, urban areas, rural areas, and major transmission routes. Engineering and technical considerations require the updating of both utility and non-utility specifications. This will involve logistical problems (relating to labor machines and materials) and the most difficult of these involve the major transmission routes. Cost and appropriation requirements are discussed, and several financial alternatives are listed. State, local and other governing bodies which have jurisdiction over utilities and land development will need to review their policies to make multiple use more feasible from an economic and practical viewpoint. It is advocated that a comprehensive study for the development of a national policy, be a cooperative coordinated effort of both private industry and government.
