A PLANNING PARAMETER ALLOCATION MODEL
The article describes a planning parameter allocation model which is designed to convert strategic level planning forecasts to zonal level forecasts. The model was primarily developed for use in transportation planning but could have wider applications. Details are given of how the method is used to allocate parameters from the strategic to the zonal level on the basis of each zone's present characteristics and its ability to absorb change. /TRRL/
