TOWARDS A SAFE ROAD CULTURE IN NIGERIA: SYSTEMS APPROACH . COMPENDIUM OF PAPERS. SECOND AFRICAN ROAD SAFETY CONGRESS, ADDIS ABABA, OCTOBER 16-20, 1989. JOINT ECONOMIC COMMISSION FOR AFRICA AND OECD CONGRESS
This article reviews the road accident rate in Nigeria and describes new methods that are being used to prevent accidents. In 1988, there was an average of 25 fatalities and 92 casualties per day. Over the year there were 8.2 deaths per 100,000 population. The Federal Road Safety Commission was established in February 1988. The Commission operates on three levels. The first level involves the youth in schools and colleges by encouraging and organising them into Road Safety Clubs. These operate rather like the traditional "Boys Brigade". They are not expected to patrol the highways but are encouraged to learn road safety measures. The second level consists of uniformed Road Marshals and Commanders who are employed by the Commission and who carry out highway patrols and traffic control. The third level consists of Special Marshals, who are volunteers of proven integrity who have considerable expertise in road safety or related fields. They do not wear uniform but are empowered to arrest and prosecute traffic offenders. They also assist the Commission by giving free lectures, and advice in their areas of expertise. The Commission also undertakes publicity and education programmes, some of which are aimed at special road user groups such as truck drivers. Some legislation has also been passed, including speed limits, the mandatory installation of speed governors in commercial vehicles, and the introduction of a penalty point system whereby an erring driver continues to collect points until he loses his licence.
