Both national and international cargo transport by road has increased rapidly since 1985. A continuous growth is expected for the future. A substantial part of the road capacity is already needed to accomodate goods transport. Moreover the majority of the infrastructure maintenance cost is due to heavy road transport. This preliminary research project shows that the present day contribution (vehicle and fuel tax) of the transport sector to the financial costs of infrastructure (investment costs as well as maintenace) is far too low in the Netherlands. According to a reasonable scenario for cost allocation the inland tariffs for goods transport should be at least 10% higher. However, due to lower average tariffs in international transport the increase should be even more substantial. Those calculations have been made without paying attention to other financial costs and external environmental effects. (Author/TRRL)
