REGULATIONS AND ROAD CONSTRUCTION IN ONTARIO : A SURVEY OF CONTRACTORS' ATTITUDES . PROCEEDINGS OF THE 1989 ANNUAL CONFERENCE OF THE ROADS AND TRANSPORTATION ASSOCIATION OF CANADA, CALGARY, ALBERTA, SEPTEMBER 17-21, 1989

Interviews with representatives of government and industry were held to develop a survey questionnaire to poll the attitudes of road building contractors in Ontario towards regulations. The majority of contractors who responded to the survey felt that regulations have a serious negative impact on operations and that they cannot get the government to listen to their concerns. Furthermore, they felt that most regulations provided a benefit to society but at too high a cost. The Labour Relations, Construction Lien, Occupational Health and Safety and Workers' Compensation Acts were found to have the highest frequency of significant influence on road contractors. The Environmental Protection Act had a lower than expected impact frequency. (Author/TRRL )
