THE STATES' VIEW POINT ON THE ACQUISITION OF OUTDOOR ADVERTISING SIGNS
Comments are made on Minnesota's acquisition program, and a survey of states on the use of cost schedules is analyzed; the problems of legislation and funding are discussed, and Colorado's coordinated program of acquisition is briefly described. Minnesota's program acquires signs in agricultural and residential areas and does not acquire entire advertising companys. The results of a survey of the use of outdoor advertising schedules showed that the Federal schedule has caused more problems than it has solved. Since enactment of national legislation, many states have enacted adequate control laws. Colorado's plan involves working with advertising companies to acquire signs on which the contracts to advertise are expiring. Other avenues pursued in Minnesota are outlined.
