ACTION PLAN AND SYSTEMS PLANNING
The development of Ohio's Action Plan is described, and the question is considered if the Action Plan process will insure consideration of SEE factors and citizen participation in systems planning. The Action Plan was developed with an interdisciplinary approach, the involvement of other agencies and the public, consideration of social, economic and environmental factors, and consideration of alternatives. The Action Plan will be the means by which the transportation plans (in the statewide systems planning effort) will be re-evaluated in light of 3 basic constraints: opposition to individual plan elements by community segements; socioeconomic and environmental considerations; and the difficulty of financing. In addition to the Action Plan, 11 public hearings covering the entire state are being conducted, and 6 modal advisory groups with special interest will convene on a monthly basis in workship type meetings. These will provide for further citizen involvement.
