NOISE CONTROL - NEW STANDARDS

The actions necessary to achieve the Federal standards within the framework of a highway agency's responsibility are examined, and some of the tradeoffs which may be expected are discussed. During location studies, noise-sensitive development should be identified and the impact predicted for alternative locations should be considered. In areas for which Alternate I is not practical, and where the grade line is not yet set, serious study should be made of a depressed profile. Where the grade line is near existing ground, or even elevated 20 to 25 feet above, and the right of way lines have not yet been set, an earth mound adjacent to the right of way line will be effective. Options for projects which are far advanced are also considered. Wall designs which cover a wide range of construction details and costs are listed. The safety and cost disadvantages of noise reducing measures are mentioned.
