PROCEEDINGS OF SUB-COMMITTEE ON HIGHWAY PLANNING

The three papers included here present the state and federal viewpoints, and discuss the problem of fitting transportation into land-use planning. The first paper reviews the historical background and discusses some problems encountered by the states. These include the conflicting highway needs included in the 1990 plan for D.O.T. and the highway needs developed by FHWA, conflicting dollar bases, collection of data within the time frames allowed, and money wasted in dual reporting. Recommendations for the design of the 1976 National Transportation Study (NTS) are listed. The federal presentation considers the 1976 NTS and makes some suggestions. The paper on land use planning considers the historical perspective, and suggests means by which coordinated land-use planning could succeed in fitting into a changing social political and economic structure.
