PROCEEDINGS OF SELECT COMMITTEE ON ENVIRONMENTAL QUALITY
The two reports presented here describe efforts in Oregon and Florida. The Oregon plan highlights the interdisciplinary effort and emphasizes a methodology that integrates state, local and regional land use and transportation plans into the concept of comprehensive planning. Responsibility for most systems planning activities are transferred to regional or local government planning units. The preparation of implementation programs is briefly outlined. The impact statement will consist in a documentation of what has transpired in the project development process. Oregon's plan also emphasizes environmental training. Florida's plans for action incorporate four unique concepts: the first concept is that of planning processes which consist of courses of action; total training concept; environmental construction and maintenance programs; and the presence or absence of funding should not determine the amount of environmental consideration that a project would receive.
