A NEW ERA IN TRANSPORTATION

The article discusses the new Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. The act which has provisions expanding the potential use of private sector funds on federally-financed roads, also reorganizes the highway program, gives states and metropolitan planning organizations much greater control over how federal funds are spent, increases support for transit and sets up a new category for funding projects that reduce congestion and air pollution. Also, the Act boosts funding for intelligent vehicle highyway systems. and maglev research and development. The bill gives states more cotrol over spending and eases restrictions on tolls to attract private capital investment in transportation projects. States actively involved in toll road construction include California. Various state plans that take into consideration ISTEA provisions are discussed, and include those of New York, California, and Wisconsin. ISTEA's strong emphasis on research is also discussed.
