LIGHT RAIL TRANSIT: AN URBAN TRANSPORTATION ALTERNATIVE
The Urban Mass Transportation Administration expects federal policy for investment in major urban transportation projects to lead to a rational allocation of limited resources. This is not a new concept and analysis on the basis of cost effectiveness by both federal and local agencies should encourage more cities to consider light rail as an alternative. Light rail on exclusive right of way can be an attractive competitor to the automobile.
