SEATTLE AREA INCIDENT MANAGEMENT PROGRAM

The Washington State Department of Transportation's incident response program is described, the main objectives of which are to respond to incidents in a timely manner, provide traffic control for the safe passage of motorists and protection of emergency personnel at an incident scene, and in conjuction with Washington State Patrol, oversee the quick cleanup and clearance activities of the site. The key components of the program are personnel, response criteria, liability decisions, equipment, and response procedures. Each of these areas are described in this paper. The results of the program are also discussed. Keys to the success of the program are identified and discussed. These include the following: upper management commitment; the establishment of an incident response engineer responsible for overseeing and operating the program; and coordination and communication with other agencies.
