ROADS AND ENVIRONMENTS
Most roads have movement and access functions. Conflicts arise where roads with heavy traffic penetrate into areas intended to be precincts; this is described in the paper as the problem of roads in environments. Conflicts also arise where traffic routes have active frontage development: this is seen as the problem of roads as environments. A road/environment typology is proposed which recognises the function of the road and the impact it has on the road environment, and the function of the road environment and the friction it causes to the traffic function. The paper summarises research carried out into friction and impact by the University of New South Wales, and the policies and guidelines which have been derived from it. It also examines the implementation of road/environmental management and proposes that corridor management plans should be prepared and that planning options and implementation options should be developed concurrently. There is a need to develop and apply the principles of road-environment interaction in the same way as the principles of land-use/transport interaction have become accepted practice. A National Task Force to establish them is proposed (Author/TRRL)
