DEMORALIZATION COST AND COMPENSATION DECISIONS

A rule is presented to facilitate efficient compensation decisions for group losses resulting from the implementation of public facilities. Two concepts, administrative cost and demoralization cost, are incorporated in the rule. These costs are defined and a procedure for the measurement of demoralization cost is discussed. This procedure utilizes nonmetric similarities and preference data, along with multidimensional scaling. Finally, problems and shortcomings in the procedure are presented. (A) /TRRL/
