HIGHWAY PAVING TAKES AN UPSWING
The article describes how, in the future, performance specifications and equipment improvements will lead to better pavements. Many contracts will be let for resurfacing or road widening projects when money from the transportation bill starts to flow. To maintain productivity under the prevailing conditions, contractors and highway departments have found ways to speed the return of pavements to traffic by developing equipment geared to working in tight spaces, and by finessing the way they approach traffic management. One technique for ensuring better roads is the movement to supplant materials specifications with performance specifications. Funding of research in this area is noted including the Strategic Highway Research Program. The latter advocates that an approved technology for asphalt should depend upon 3 things: performance specifications; testing to back them up; and a mix design system that makes it easier for the industry to use local materials that meet the specs. Electronic refinements in paving equipment are also noted.
