The focus of this paper is on "commuter parking" and its relationship to HOV facilities. Following a brief introduction, the problem of "free" commuter parking is discussed, along with the evidence that changing the provision of subsidized parking can have a major impact on commute trip-making. Alternative policy initiatives that are and can be pursued are then presented, followed by a discussion of some of the challenges involved in implementing those policies.
