RANDOM DRUG TESTING MANUAL

This manual presents information gathered and analyzed in support of the Urban Mass Transportation Administration's effort to develop practical guidelines for U.S. transit operators in implementing anti-drug policies and programs. The principal goal of these guidelines is to assist the U.S. mass transit industry to achieve a drug-free transit workforce to protect the health and safety of workers and the public. Designed for transit agencies that are implementing, or are considering implementing, random drug testing programs, this manual will also be useful for transit agencies that already have a random drug testing program in place and want to make that program more effective and efficient. The organization of this manual is based on the key steps that should be taken to establish and operate a random drug testing program. Each step is discussed in a separate chapter. Appendices amplify basic information in the text.
