STUDY OF THE EFFECT OF ROAD-SECTION SPEED LIMITS ON ROUTE CHOICE AND TRAFFICABILITY

The aim of the study was to investigate the effects of experimental speed limits on route choice and trafficability, and to determine in particular: (1) whether traffic moved from main highways with speed limits to alternative routes without speed limits, and (2) whether speeds increased on alternative routes. Six pairs of routes were studied, each having an alternative route without a speed limit to the main highway, plus five pairs of routes, all consisting of main highways with speed limits. Spot speed measurements were carried out to determine the effect of road-section speed limits on the trafficability of alternative routes, and multiple-variable regression analysis used to determine the dependence of speeds on different factors. The study shows that no remarkable change took place in the choice of routes because of speed limits. Changes were observed only in cases where the alternative route was on a par with the main highway. /TRRL/
