Many developing countries suffer from high traffic accident rates and rapidly growing volumes of traffic, particularly in their urban areas. The highway engineer can contribute in many ways to reducing the accident toll, not least in providing good roadway lighting. Experience from the industrialised countries suggests that reductions of around 30% in night-time accidents are readily achieved, along with improved general conditions for drivers and pedestrians alike. The benefits attainable in the towns and cities of the less developed countries could be even higher, where trucks, buses and cars compete for road space with bicycles, people and even animals, and where the road surfaces themselves are often poorly maintained. The basic research into visual performance gives results which are international, and the illumination engineering which transforms theory into practice should be similarly valid world-wide. To encourage more national understanding and local application, a simple manual on the basics of good lighting practice has been produced. The document is intended for municipal engineers who will have had little or no direct experience of lighting installations. The intention is to help them initiate and assess new lighting schemes, and maintain their existing equipment in the most cost-effective way. For the covering entry of the conference see IRRD 823206.
