This paper presents the views of American local governments on the issue of hazardous materials transport. It is from the perspective of the Mayor and City Council, City Manager, and Police and Fire Chiefs of the urban communities who must deal with transport accidents. The policy position of the National League of Cities is attached. As a general rule, while some of the large cities and the large industrial and transport firms are in compliance with new statutes and can be expected to do a professional job, most cities, rural areas with rural fire departments, and firms without professional industrial safety personnel are not currently in compliance. They are usually the ones who are slow in responding to statutory provisions and need the most training and equipment. In many instances, staffing must be increased to administer pre-emergency regulations applying to both local government and businesses and to ensure that emergency response teams can safely and effectively carry out their missions. Federal mandates should also provide for federal support.
