THE MEXICAN EXPERIENCE . RAIL MASS SYSTEMS FOR DEVELOPING COUNTRIES. PROCEEDINGS OF THE CONFERENCE ORGANISED BY THE INSTITUTION OF CIVIL ENGINEERS, LONDON, OCTOBER 9-10, 1989
In 1966 the Federal Mexican Government formally began studies for the construction of the first Metro lines. The following year, an organization was created for this mass transport system. Its name is Sistema de Transporte Colectivo (STC) - Metro. Three months later in June 1967, STC began construction. The inauguration of the first segment of Line 1, consisting of 11.5 km of track and 16 stations, was in September 1969. At the end of the first stage of construction in 1972, the Metro had 40.8 km of track and 48 stations. There was no further progress until 1977. Between then and 1988 the government built approximately 10 km per year. Currently, STC has 8 lines, 141 km and 125 stations in service. Every day the Metro moves about 5 million passengers. The Mexican Metro is probably the longest of the Third World's metros and its network is as big as all the other Latin American metros put together. The Metro is one of the most important and relevant urban public investments in Mexico City of the last two decades. Since the presidential campaign, the present government has expressed doubt about the possibility of extending the Metro. At the beginning of the campaign, the present President, Salinas de Gortari (1988-1994), announced he would build 60 km during his period of office, but later he reduced this to 40 km. The future for metro development is still in doubt. The main problem is a financial one: how to finance the development of the transport system and especially the Metro, particularly when the negotiations over foreign debt are not clear. (Author/TRRL)
