In this paper, the keynote address is given. Two views, on urban rail transit transport planning are presented, in relation to transport planning in developing countries. Topics raised include: the cost of urban rail transport, the question of need for rail transit in terms of network requirements in urban areas; rail transit and urban structure. The author makes reference to the joint work by the Transport and Road Research Laboratory (TRRL) and Halcrow Fox and Associates entitled 'Study of mass transit in developing countries' published in 1988, as a major contribution to the subject.
