GOING OUT, DRINKING AND........COMING HOME? . FOR ALL SAFETY; CONTRIBUTIONS TO THE IMPROVEMENT OF TRAFFIC SAFETY
UITGAAN, DRINKEN EN ..... THUISKOMEN?
There is still too much drunkenness in Dutch traffic. On the basis of existing data from a survey done in the city of Rotterdam it is estimated that every year 350 road users are killed and 3500 severly injured. Therefore there is still much to be done about the problem of driving while under the influence of alcohol. The solutions to the problem seem to be very simple at first glance: make certain that drivers do not combine too much drinking and driving by informing them about the dangers of excessive use of alcohol. The reality however is much more difficult. Many people know about the dangers, but they still drive while under the influence of alcohol. The reason is that it is not very attractive to behave yourself according to this knowledge and most people estimate the risk of arrest as being very low. To obtain a long term change in behaviour it is important to enter the dangers of driving while influenced by alcohol into their minds. Better and more intensive publicity can be a help. Experiments in New South Wales, Australia (1982-1985) and in the city of The Hague (1986) have shown the good results of better police enforcement. But many policemen were needed and a lot of extra money. It is not easy to change police controls fundamentally in a short time. However driving while under the influence of alcohol is a penal offence which causes hunderds of deaths and some thousands of severely injured people, and which can be decreased by police enforcement.
