The main aspects of the road safety policy of the government of the Federal Republic of Germany were laid down in the 1984 road safety programme. In this paper the following parts of the programme are discussed: (1) accident rates from 1984 to 1988; and (2) individual measures to improve road safety. The following measures are presented in more detail: the measures for seat belt use, driving licences and driving instructors, road traffic regulations, vehicle safety, road construction, traffic enlightenment, and the national road safety campaign.
