THE U.K. URBAN SAFETY PROJECT . PROCEEDINGS INTERNATIONAL CONFERENCE ON NEW WAYS AND MEANS FOR IMPROVED SAFETY, TEL AVIV, ISRAEL, FEBRUARY 20-23, 1989

Safety engineers are increasingly recognising the need to develop urban strategies which take account of the interaction between the different parts of the urban network and their functions. These strategies must go beyond protecting local residential zones, to consider the safety movement of traffic through the whole urban area. The U.K. Urban Safety project is concerned with assessing the effects on accident and traffic distribution of a package of safety measures implemented over a larger sector of the urban area, and involves collaborative schemes with five local authorities. Accident investigation and road hierarchy principles are used to devise very low cost treatments for areas of about 7 sq.km., with annual injury accident totals of about 100. This paper describes the design and implementation of these schemes and the accident reduction being achieved. It also highlights the need to integrate decision making processes within the urban area, and suggests that network safety objectives might prove a useful tool by which to move toward more compatible urban policies.
