ENVIRONMENTAL CONSIDERATIONS IN TRANSPORT INVESTMENT . TRANSPORTATION POLICY AND THE ENVIRONMENT. ECMT MINISTERIAL SESSION
This report considers the environmental impact in the roads and railways of Europe. It examines the environmental constraints and evaluation methods employed by the authorities concerned. It focusses especially on noise and pollution, and has a separate section on the environmental impact of rail and road transport. Methods of reducing noise level, pollution and energy consumption are reviewed; these include road building techniques, noise barriers, road surfacings, maintenance and underground roads. The report ends by examining the relationship between infrastructures and their immediate surroundings, including aspects of traffic management, and concludes by recommending that environmental considerations should be incorporated into the planning stage of new transport infrastructure.
