IN-CAR PARKING SYSTEMS: THREE YEARS ON

This article reviews the prospects of "In-Car" parking systems, which were first used in the United Kingdom in 1987. These systems use parking cards, which are simple, cheap and effective. Because they have been proven to be more secure, they are equally suitable for high and low tariff zones, and bring major cities within their reach. The charging apparatus is totally within the vehicle, so that car parking operators have no fixed equipment to provide and maintain; their costs and administration are greatly reduced, and cash collection is much easier. Responsibility for operating the means of payment has been transferred to the motorist. Card parking systems have already been used successfully in Bath and Chichester, and will soon be adopted by at least two other leading tourist areas. Electronic In-Car systems, already being used in the USA and France, are of two types: (1) the self-contained Personal Parking Meter; (2) the more sophisticated two-part system, with a semi-permanent car-borne unit and a plug-in debit card. The former retains the basic principle of the Parking Meter, and the latter has a good long-term future. The author predicts that In-Car parking systems will progress rapidly, both with paper parking cards and with the more versatile electronic cards. (TRRL)
