KEY ROLE FOR PUBLIC TRANSPORT FUNDING BOOST IN STOCKHOLM'S ROAD PRICING PLANS

From January 1, 1991 a charge will be introduced in Stockholm for driving in the city centre and improvements to public transport will be funded from the revenue. An account is given of events leading up to the decision to implement the system and how it will operate. The Metropolitan Traffic Committee set up in 1988 had a brief to identify measures to ameliorate the effects of urban traffic, to gain political consensus for a programme of action and to find ways of implementing the measures. Traffic was found to be the main problem and in Stockholm, Goeteborg and Malmoe a list of objectives was set. To reach the objectives, several measures including road pricing were seen as necessary. Road pricing will be effective from 7.00 to 18.00 Monday to Thursday and 7.00 to 16.00 on Fridays. Initially a windscreen sticker will be used but a 'smart card' system is intended eventually. The method of use of the smart card and the choice of charges are outlined. The monthly card provides for free travel on public transport. It is suggested that road pricing will affect high income earners more than low income earners who will also benefit from improvements to public transport. Improvements proposed to public transport are outlined and overall trends predicted in transport summarised in tables. Other measures include emissions controls and the building of by-passes. A research programme is being undertaken to assess the impact of road pricing but views are already optimistic. (TRRL)
